REMARKS BY THE CHAIRMAN, GOVERNING BOARD OF NAICOM Rt. HON. CHIBUDOM NWUCHE, OFR AT THE VISIT OF THE BOARD AND MANAGEMENT OF THE COMMISSION TO THE HEAD OF SERVICE Mr. DANLADI KIFASI, OON ON TUESDAY SEPTEMBER 02, 2014.


PROTOCOL


 On behalf of the Governing Board, Management and Staff of the National Insurance Commission, (NAICOM) let me congratulate you on your well-deserved appointment as the Head of Service of the Federation by His Excellency, President Goodluck Ebele Jonathan, GCFR. We pray for enduring health as you continue to render quality service to the nation.  

I want to sincerely appreciate the Head of Service for this opportunity to meet and discuss on a subject matter that is in tandem with your quest to improve the working condition of the Nigerian working masses – the Group Life Insurance Scheme.

The purpose of our presence here this morning is to see to the enhancement of the partnership that already exist between the insurance industry and the Office of Head of Service in the continuing implementation of the Pension Reform Act 2014 as it relates to compulsory Group Life Insurance scheme for employees  of the federal government. (As contained in section 4 subsections 5 of the PENCOM Act) While we appreciate the HOS for the success achieved so far in the implementation of this section of the law, it is imperative to inform you that the scheme has not operated without some challenges. These challenges range from availability of adequate data for proper administration, timely notification of claims and submission of supporting documents and appropriate pricing of the risk.

These are issues we hope the HOS will look into to ensure continued success of the scheme for the overall benefit of the federal workers.

Let me also add that as adviser to government on insurance matters, we will advise that the HOS also look into the issue of insurance of Federal Government Assets and property. Insurance of public buildings and buildings under construction are made compulsory under the insurance Act of 2003. It is therefore imperative that all government buildings which fall under public buildings are adequately insured to guard against loss of property and scarce financial resources in the event of any disaster.  

Once again, I say congratulations on your appointment and thank you for accepting to see us even at short notice despite your very tight schedule.
